Duties and Responsibilities


Pay Band A:

  • Develops and maintains a knowledge base of data from various source systems, such as the Hawaii State Department of Education, unemployment insurance, workforce training, and the University of Hawaii as part of the statewide longitudinal data system.
  • Serves as a resource to requestors of data from the Hawaii Data eXchange Partnership (DXP) by providing functional/technical information on data elements, inquiries on the data request processes, and appropriateness of data based on proposed research or policy questions.
  • Assists with providing data validation to maintain data accuracy and troubleshoot complex data problems.
  • Assists with providing cross-tabulations or other analyses using pivot table functionality or other statistical software.
  • Assists with providing comprehensive reporting and written summaries.
  • Designs, creates, and updates statistical tables and graphs or other visual representations of data; incorporate tables and graphics in report format to support relevant findings.
  • Assists with designing and providing presentations which address stakeholders’ information needs at the appropriate level of data use ability.
  • Works collaboratively with partner agencies and other stakeholders to improve the quality and comprehensiveness of data collection and reporting efforts as well as the timeliness of reporting and its usefulness to end users.
  • Assists with facilitating and engaging stakeholder groups in order to develop, revise, and implement new data products that serve stakeholder information needs.
  • Other duties as assigned.
Pay Band B:

  • Develop & maintain a knowledge base of data from various data source systems, such as the Hawaii State Dept of Education, career technical education, college & career, & career readiness metrics, & UH as part of the statewide longitudinal data system.
  • Provide analytic support for the GEAR UP annual performance report and other related research or evaluation projects.
  • Participate in data collection activities related to GEAR UP programs and interventions.
  • Participate in meetings and communications between the GEAR UP evaluation team and external evaluators.
  • Serve as resource to requestors of data from Hawaii Data eXchange Partnership by providing functional/technical information on data elements, inquiries on data request processes, & appropriateness of data based on proposed research or policy questions.
  • Provide data validation to maintain data accuracy and troubleshoot complex data problems.
  • Perform complex queries to extract data for ad hoc data requests/studies and use of pivot table functionality or statistical software to create cross-tabulation and other statistical analyses.
  • Provide comprehensive reporting and written summaries.
  • Design, create and update statistical tables and graphs or other visual representations of data; incorporate tables and graphics in report format to support important findings.
  • Conduct policy analyses about student enrollment, demographics, performance and outcomes related to the transition of cohorts along the education to workforce pipeline.
  • Design and execute presentations that are crafted to provide relevant information based on audience or stakeholder needs.
  • Work collaboratively with internal and external stakeholders to improve the quality and comprehensiveness of data collection and reporting efforts as well as the timeliness of reporting and usefulness to end users.

Minimum Qualifications


Pay Band A:
  • Possession of a baccalaureate degree in educational psychology, psychology, statistics, or related field, with coursework in statistics, research methods, tests and measurements, or related subject areas and a minimum of 1 year of progressively responsible professional experience with responsibilities for administrative, institutional or program analysis; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Functional knowledge of principles, practices, and techniques in evaluation, research, and data analysis demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  • Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations, and systems associated with academic research, analyses, data governance, and individual/educational confidentiality and privacy.
  • Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may occur in the area of evaluation, research, and data analysis.
  • Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • Experience with facilitating and engaging large and small groups to obtain stakeholder feedback relative to established goal(s) and objective(s) for the meeting.
  • Experience with managing project activities and meeting logistics while meeting project deadlines.
  • Experience with creating tables/graphs or other visual representations of data in order to present important/relevant findings in reports, presentations, or written summaries.
  • Experience in developing and providing presentations through different modalities (e.g., in-person, or on-line platforms) to diverse audiences.
  • Experience in writing and editing of reports and other types of publications.
  • Ability to do detailed and accurate work.
Pay Band B:
  • Possession of a baccalaureate degree in educational, psychology, statistics, information science, or related field, with coursework in statistics, research methods, tests and measurements, or related subject areas and 3 years of progressively responsible professional experience with responsibilities for administrative, institutional or program analysis; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the evaluation or research and data analysis and the ability to apply these methods and techniques to a diverse range of data and administrative systems and processes as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with the protection of individual confidentiality and privacy policies such as the Family Educational Rights and Privacy Act (FERPA).
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

  • Master’s degree in educational psychology, psychology, economics, educational administration or related field, with coursework in statistics, methodology, research methods, tests and measurements, or mathematics.
  • Demonstrated ability to perform moderately complex queries to extract data from complex tables and reporting modules in order to create new datasets specific to policy or research question, or researcher request.
  • Demonstrated ability to develop, implement & manage a data element dictionary, end user glossary, & other metadata mgmt tools to create a resource to facilitate development of reports, ad hoc data requests & mapping of data across data systems & sectors.
  • Demonstrated ability with quantitative and qualitative methodologies.
  • Demonstrated ability to conduct data mapping from various source systems from early childhood program and service providers, education programs, and applicable state agencies.
  • Experience with analytics with higher education data.
  • Experience with analytics with unemployment insurance or other workforce data.
  • Experience with analytics with K-12 education data.
  • Ability to perform statistical analysis of data using software such as SPSS, SAS or R.
