Position Summary
We are seeking a seasoned Capture Manager to lead the acquisition of new and existing business opportunities within Department of Defense (DoD) markets. Key target agencies include U.S. Transportation Command (USTRANSCOM), Defense Logistics Agency (DLA), Air Mobility Command (AMC), and others. The successful candidate will develop and execute comprehensive capture strategies, oversee bid strategies, establish teaming arrangements, formulate cost/price strategies, and support proposal development. This role is critical in driving growth and directly reports to the Chief Growth Officer.
Key Responsibilities
Capture Strategy Development
Collaborate with Growth and Operations leadership to craft and execute capture strategies aimed at securing new and re-compete contract wins.
Lead capture efforts in logistics, supply chain analysis, data analytics, program management, and acquisition management sectors within the DoD.
Opportunity and Proposal Management
Identify, qualify, and develop new business opportunities.
Build strong relationships with stakeholders, including government officials and industry partners.
Develop and manage competitive proposals in collaboration with technical, operational, and business development teams.
Market Research and Analysis
Conduct market research to identify trends, customer needs, and competitive landscapes.
Use insights to adapt strategies for maximum effectiveness.
Teaming and Negotiation
Negotiate teaming agreements and establish partnerships with key industry players.
Develop competitive pricing strategies and cost proposal materials.
Reporting and Compliance
Prepare and deliver capture plans, progress reports, and executive briefings.
Ensure all activities align with relevant regulations and requirements.
Qualifications
Bachelor's degree in business, management, logistics, or a related field.
Advanced degree preferred.
Minimum of 5 years' experience leading and winning new business captures within DoD markets.
Proven track record with large program captures (>$50M total contract value).
Expertise in all areas of business development: opportunity identification, qualification, strategy development, customer and partner relationship building.
Demonstrated ability to develop and execute successful capture strategies.
Proficiency in MS Excel, MS PowerPoint, and MS Word.
Strong analytical, communication, negotiation, and interpersonal skills.
Ability to meet tight deadlines and solve complex problems.
Familiarity with Federal Government solicitation tools.
Active Secret Clearance
In-depth knowledge of USTRANSCOM, DLA, AMC, or related agencies.
Comprehensive understanding of DoD acquisition processes and requirements.
