Job Description

Classification: EXEMPT

Under limited direction, oversees and facilitates the planning, preparation, and development of environmental analyses, studies, and reports to ensure the Agency is compliant with state and federal environmental requirements.

This classification will be responsible for complex staff assignments connected with preparation, review, analysis and presentation of environmental studies and impact assessments for housing and community development projects in compliance with state and federal regulations, including, but not limited to, the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), U.S. Department of Housing and Urban Development (HUD) environmental review requirements at 24 CFR Part 58, and brownfield analysis and remediation.

  • Bachelor’s Degree in environmental studies, biology, environmental engineering, earth sciences, city and regional planning, or closely related field.
  • 4 years’ experience performing the duties of a Management Analyst level of Environmental Analyst work conducting environmental studies, performing environmental assessments, and environmental impact analysis. 
  • Experience working with housing and community planning and development projects is preferred.

Agency Management

Management Analysts share responsibilities for implementing Agency-wide objectives and directives through programs and practices which reflect the Vision Statement and the SHRA in-house cultural objectives. Management Analysts are responsible for supporting a "one agency" perspective while acting as advocates for their work units. Management Analysts support the Executive Team as they:

  • Implement organization-wide goals and cross department projects and objectives
  • Offer input and feedback to long range, strategic and budget planning processes
  • Maintain both a department and an organization-wide perspective when considering information, issues and challenges
  • Model the Agency's service orientation with all public, elected or funding agency representatives
  • Conduct business through cross department participation and review, two-way communication and accountability 

Program Management

  • Act as primary authority for the Agency in reviewing and monitoring Agency activities and programs related to compliance with pertinent federal and state environmental laws and regulations on an on-going basis
  • Act as a primary resource and support to Agency counsel regarding implementation of environmental laws, regulations, and requirements, including updates to the Agency's environmental guidelines
  • Establish and maintain accurate environmental review records of Agency projects/programs
  • Present to various community citizen groups and governing boards, regarding all relevant Agency activity related to environmental review
  • Provide training and assistance to Agency staff on environmental matters
  • Act as primary authority in directing brownfield remediation projects 
  • Monitor or lead special projects, as assigned

Data Collection, Synthesis and Analysis

  • Prepare, or manage the preparation of, a variety of analyses, reports and documentation related to compliance with environmental laws and regulations, including without limitation: CEQA Exemptions, Initial Studies, Negative Declarations, and Addendums; NEPA Exemptions, Categorical Exclusions, and Environmental Assessments; mitigation plans; Phase I and Phase II investigations; and others
  • Determine data collection methods to be employed in environmental analyses
  • Conduct consultations such as those required for Section 106 of the National Historic Preservation Act, Endangered Species Act, Native American consultations, and others
  • Oversee the investigation of contamination on potential acquisition sites and manage investigation and remediation of contamination on Agency-owned property
  • Coordinate with outside agencies on combined environmental documents and analyses

Environmental and Data Management

  • Direct, manage and coordinate environmental consultant tasks and review consultant deliverables
  • Identify grant opportunities, prepare applications, and manage grant agreements for local, state and federal grants and loans, related to environmental investigation and remediation
  • Study and implement applicable regulations, policies and procedures
  • Maintain knowledge on current environmental review and assessment requirements, including without limitation, CEQA, NEPA, and HUD environmental review requirements at 24 CFR Part 58 
  • Develop and oversee data management and documentation systems
  • Establish and maintain on-call list of environmental consultants, including preparing requests for proposals and reviewing proposals
  • Authorize contracts and agreements
  • Coordinate and manage environmental project schedules and budgets
  • Determine daily priorities and deadlines
  • Assume responsibility for project completion
  • Maintain collaborative and effective relationships with internal Agency staff, City and County staff, HUD staff, and oversight agency staff

Customer Service

  • Lead citizen participation process
  • Respond to customer inquiries
  • Communicate with other local, state, and federal agencies on environmental matters involving Agency
  • Prepare notices and project updates for Agency staff and clients
  • Prepare and make public presentations and participate in community groups
  • Market Agency programs and capabilities
