A master's degree may substitute for one year of the experience. Duties Description The incumbent will report to the Office of Emergency Management (OEM) Data Analysis Bureau. Under the direction of the DHSES Program Manager, the Homeland Security Program Analyst 3 is responsible for overseeing analytic teams that work with Executive staff to understand strategic priorities, and coordinates across OEM sections and with state and local emergency management partners to develop operational support tools and products that visualize and communicate complex data that assist in decision making for emergency management leadership. The incumbent will develop, modify, and evaluate policies and protocols for team operations and projects. Duties include, but are not limited to: - Manage the daily activities of program professionals, oversee work groups to ensure project is on target to meet established timelines, goals, and objectives. - Secure resources for successful staff deployment, identify, and ameliorate continued staff requirements, monitor progress, review results and conduct performance reviews. - Monitor the use of fiscal resources to determine effective management practices and prepare projections on future needs. - Develop contacts with emergency management stakeholders and maintain effective working relationships. - Personally respond to difficult partner/stakeholder issues to better understand their positions and work collaboratively to resolve differences within established parameters. - Periodically meet with stakeholders to answer questions, review, and the evaluate effectiveness of products and tools the analysts create. - Communicate clear and understandable information about the purpose and benefit of expanded use of data collection, tools, and analysis to emergency management efforts at the State and local levels. - Serve as subject mater expert for team members, program managers, and agency senior staff. - Develop, review, and evaluate viable complex policies, programs, and procedures which facilitate the mission of the agency, and encompass current best practices in emergency management. Present policy and program analysis and recommendations to DHSES executives and senior staff. - Resolve differences with partners and stakeholders within the parameters of agency policies, protocols, procedures, and mandated rules and regulations. - Oversee the development of dashboards and reports displaying complex data. - Coordinate meetings with program areas to identify data and analytic needs, draft scopes of work, and develop project management plans. - Collect and analyze data on homeland security, public safety and emergency services issues and practices to compare new and innovative approaches in order to facilitate the development and implementation of new initiatives advancing the agency's mission. - Represent DHSES to a wide variety of stakeholders and partners in a variety of formats providing professional expertise on assigned program and agency issues. - Perform the full range of administrative supervisory activities. - Create reports, correspondence, briefings, presentations and other documents for senior staff, executives and other audiences as required. - Support new and growing programs coordinated and led by field staff to include the County Emergency Preparedness Assessment (CEPTA) and Local Emergency Management Accreditation programs. - Perform other duties as assigned in support of the agency's mission or other program areas.
