SALARY RANGE: $95,000-$105,000

HOURS: 9:00am - 5:30pm

LOCATION: 300 Cadman Plaza West, Brooklyn, NY 11201 *

SUMMARY:

In compliance with OSHA, DOT, FTA and FRA regulations, the manager will conduct internal control tests, gap analysis, process reviews, process improvements and assist with Federal, State and company-wide audits. Specifically, the manager will oversee the review of medical standards and regulatory compliance for all MTA-wide compliance testing performed across all medical facilities; ensuring compliance for safety-sensitive positions and the integrity of medical records data collected and stored in the OHS database (“Cority”). The manager will identify opportunities for process improvement and corrective action and will assess the implementation and impact of process changes. In addition, the manager will perform internal control audits for the MTA and compile internal control reports on the monthly activities across the medical assessment centers for New York City Transit, Long Island Rail Road and Metro North Railroad. As needed, the manager will work in coordination with Corporate Compliance Risk Management. This position will have staff to assist with the oversight and completion of various tasks and projects.

RESPONSIBILITIES:

· Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

· Following the guidelines in the OHS Vulnerability Assessment Matrix, and in compliance with New York State and Occupational Safety and Health Administration (OSHA) regulations, conducts internal control reviews and generates internal controls to ensure optimal performance, proper documentation and records maintenance.

· Ensures the accuracy and integrity of Cority, the OHS electronic medical records system, through periodic data checks that include periodic review of samples of records, clinic observations, and reporting. Reviewing and creating reports for the following Annual Drug & Alcohol Testing, Annual Clinical Tests, and Annual Medical Clinic Visits. These reports reflect approximately 220,000 medical activities that are performed at the various medical locations.

· Works closely with the clinical staff to ensure the proper use and management of Cority to maximize efficiency and data usability. This provides OHS with actionable data for reporting and quality improvement, including the ability to analyze the types of visits, staff requirements, areas for improvement, consolidation and quality of services. The manager compiles statistical and ad hoc reports for the medical assessment centers and various units within OHS for senior staff review as required.

· Advises management on ways to improve operations, drafts new standards and procedures to ensure standardized services across all the medical facilities, and participates in the development of new compliance standards when implementing new programs.

KNOWLEDGE, SKILLS, & ABILITIES:

· Must be familiar with the Medical Assessment Centers’ processes and systems, and Occupational Health standards or a similar organization.

· Must possess knowledge of the fundamentals of audit processes.

· Must possess excellent interpersonal, communication, and writing skills.

· Must have intermediate to advanced proficiency with Microsoft Word, Excel, Access, or other similar applications.

· Excellent organizational and presentation skills.

· Demonstrated ability to work with all internal levels within a given organization.

· Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

· Demonstrated ability to work in a high-profile, high-pressure environment effectively.

· Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

· Demonstrated analytical capabilities and quantitative skills.

· Must be detail oriented

EDUCATION & EXPERIENCE:

· Bachelor’s degree in occupational health or related health field. An equivalent combination of years of experience and education may be considered in lieu of a degree.

· A minimum of five (5) years’ experience in Occupational Health Standards, Auditing, or related field.

· A minimum of three (3) years’ supervisory and/or leadership experience to effectively direct a staff of non-represented and/or represented employees in implementing the short- and long-term goals and direction for the area of responsibility.

PREFERRED:

· Master’s degree in a related field.

· Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

· Familiarity with the MTA’s policies and procedures.

· Familiarity with the MTA’s collective bargaining procedures.

GENERAL:

· Travel may be required to other MTA locations or other external sites.

· May need to work outside of normal work hours (i.e., evenings and weekends) may be required.
